The Islamabad Chamber of Commerce and Industry (ICCI), in collaboration with Pakistan Single Window (PSW), organized an important awareness session on “Import NOC for Medical Devices through PSW System – Understanding Rule 26(2) for Donation Purposes including NGOs and Hospitals.” The session brought together representatives from the business community, regulatory bodies, NGOs, and hospitals to discuss procedural clarity and regulatory compliance for the import of donated medical devices.
In his closing remarks, ICCI President Sardar Tahir Mehmood emphasized that the import of medical devices—particularly those received as donations—plays a vital role in strengthening Pakistan’s healthcare delivery system. He noted that many hospitals and charitable organizations rely heavily on donated equipment to provide life-saving treatment, making streamlined regulatory procedures not only a trade facilitation matter but also a humanitarian necessity.
He highlighted the significance of Rule 26(2) and the need for greater awareness among stakeholders regarding the process of obtaining Import NOCs through the PSW system. He appreciated the role of Drug Regulatory Authority of Pakistan (DRAP) in ensuring quality assurance and regulatory compliance for medical devices, while also facilitating legitimate imports for public welfare.
The ICCI President termed Pakistan Single Window a transformative reform initiative reflecting the government’s commitment to digitization, transparency, and ease of doing business. He stated that by integrating multiple regulatory authorities onto a single digital platform, PSW has significantly reduced procedural delays, enhanced efficiency, and improved compliance standards.
He further reiterated ICCI’s role as a bridge between regulators and stakeholders, stating that awareness and capacity-building sessions are essential to ensure smooth implementation of policies. He assured participants that ICCI would continue to work closely with regulatory bodies to address concerns of the business and healthcare sectors and promote constructive collaboration.
Earlier, technical experts including Rafiullah Bangash (ITT Consultant – PSW), Zeeshan Nazir Bajar (Director QA & Laboratory Testing Division, DRAP), Umair Siddiqui (Domain Officer – PSW), and Ms. Maryam Saeed (Staff Business Analyst – PSW) delivered detailed presentations. They provided practical guidance on procedural requirements, compliance mechanisms, and the effective use of the PSW platform for securing Import NOCs under Rule 26(2), particularly for donation purposes.
The session concluded with an interactive question-and-answer segment, where participants appreciated the initiative and termed it highly informative and beneficial for NGOs, hospitals, and importers dealing with medical devices.
