Senate Sub-Committee expresses concern over irregularities in PBM promotions & appointments

A meeting of the Sub-Committee of the Senate Standing Committee on Poverty Alleviation & Social Safety was held on Friday in Committee Room No. 4, Parliament House, Islamabad, under the convenorship of Senator Rubina Qaimkhani. The agenda focused on the scrutiny and examination of various appointments, promotions, and policy matters in Pakistan Bait-ul-Mal (PBM).

The meeting was attended by Senator Jan Muhammad and Senator Dost Ali Jeesar, alongside senior officials from Pakistan Bait-ul-Mal. The Committee raised serious questions about transparency, adherence to rules, and regional representation in appointments and promotions within PBM.

Chairing the committee, Senator Rubina Qaimkhani expressed dissatisfaction with the responses provided by PBM. She further raised concerns regarding irregularities in promotions, particularly those made in Grades 16, 17, and 18, questioning whether due process was followed “Although PBM administrators claimed that all promotions were conducted in accordance with established procedures, yet the Committee remained unconvinced. She further added that PBM will run as per the rules and we are here to ensure merit,”Senat

The post of Director Administration at PBM remains vacant, a point that drew criticism from the Committee. Senator Qaimkhani urged PBM officials to take the Committee’s concerns seriously.

The Committee also raised concerns over regional disparities, particularly with respect to Balochistan, where several key PBM posts remain unfilled. Senator Qaimkhani also pointed out alleged misuse of funds. “They bought goods in the name of Balochistan and gave money, but the region continues to be neglected.”

Senator Jan Muhammad echoed her concerns: “You people take Balochistan very easy.” “What should be done to the people who have been treated unfairly?” he asked. PBM people want to keep their own people,” he added, highlighting the lack of fair recruitment practices.

Senator Dost Ali Jeesar observed that key positions must not remain vacant if the PBM is to effectively deliver its services. The Committee also questioned the internal inquiry mechanisms at PBM, with Senator Jan Muhammad asking as to When the Committee asked the question, which of your people did the investigation?”

The Committee concluded the meeting by directing PBM to present a detailed report on all appointments, promotions, and vacant positions, with a particular focus on transparency, merit-based hiring, and equitable regional representation.
