SC embarks on comprehensive IT reforms for public-centric service delivery

Mohammad Salim Khan, Registrar of the Supreme Court of Pakistan, chaired a high-level meeting on Saturday at the Supreme Court Building, Islamabad, to review the progress of the Reform Action Plan Implementation Monitoring and Coordination Matrix. The agenda focused on enhancing public-oriented service delivery through integration of Information Technology and strengthening Human Resource Management (HRM) across the Supreme Court and its branch registries.
The Registrar was briefed on key developments made in digitization, case management improvements, and e-filing systems, all of which are aimed at increasing transparency, efficiency, and accessibility in judicial processes. He acknowledged the progress made so far but expressed concern over persistent challenges faced by branch registries, especially with regard to IT infrastructure and support services. He emphasized the urgent need to revamp the IT Directorate to bring it in line with modern standards and to pilot the implementation of an E-Office system. He was briefed that coordination meetings with relevant government departments and technical stakeholders are already underway to ensure timely delivery of these milestones.
In addition to IT reforms, the Registrar underscored the significance of strengthening Human Resource Management as a parallel pillar of institutional reform. He stressed the need for capacity building, performance-based evaluation, and deployment of specialized IT and administrative personnel to ensure sustainability and responsiveness in service delivery. He also called for identifying gaps in workforce planning and aligning HR policies with emerging digital demands.
The Registrar reaffirmed that the reform agenda is the visionary initiative of the Chief Justice of Pakistan, who is determined to transform the justice sector into a dynamic and responsive institution that meets the expectations of the public. Mohammad Salim Khan added that the agenda is also personally meaningful to him, reflecting his commitment to effective, accountable, and citizen-centric judicial services.
The meeting was attended by Sher Shah, a development expert, as well as section heads from the Supreme Court administration. Participants expressed their full support for the reform objectives and shared constructive inputs to fast-track implementation.
