Engineer Hafiz Naeemur Rehman has been elected as the Emir of Jamaat-e-Islami Pakistan for a five-year term.

The announcement was made by the Head of the JI Election Commission, Rashid Naseem, along with members of the election cell during a press conference at Mansoorah on Thursday. He told media that the majority of the JI members, known as Rukn, cast their votes in favor of Hafiz Naeemur Rehman to lead Jamaat-e-Islami Pakistan.

A professional engineer by trade, Hafiz Naeem currently serves as the Emir of the JI Karachi chapter. His tenure as JI Emir Pakistan will end on April 8, 2029.

Prior to his involvement in national politics, Hafiz Naeemur Rehman was actively engaged in student politics and previously held the position of elected Nazim-e-Aaala (president) of the Islami Jamiat Talba.

Rashid Naseem revealed that over 82 percent of the members participated in the election of the JI Emir. JI has over 45,000 members (Rukns), including approximately 6,000 women, and they take part in the election of the JI Emir.

The JI Election Commission, an elected body itself, was responsible for overseeing the election process of JI Emir.

Comprising Head Rashid Naseem, Secretary Qudratullah Butt, and members Dr. Ata-ur-Rehman, Sardar Zafar Hussain, and Engineer Akhlaq Ahmed, the commission was specifically elected by the JI Majlise Shura for the purpose of conducting the Emir election.

Rashid Naseem affirmed that the commission’s duties culminate with the successful election of the JI Emir. JI Shura is also 100 plus members elected body. Rashid Naseem said that the election of the JI Emir was conducted through secret balloting. The process for the JI Emir election commenced on February 19 with the printing and distribution of ballot papers among the Rukns, concluding on March 25. Rashid Naseem said the election process was smooth and peaceful, culminating on April 3. The JI Shura had proposed three names for the consideration of the JI members: the current Emir Sirajul Haq, Vice-Emir Liaqat Baloch, and Hafiz Naeemur Rehman. However, members were also free to suggest any other name as well.

It’s noteworthy that Jamaat-e-Islami is the only political party in Pakistan that regularly conducts intra-party elections since its establishment in 1941. The party’s founding Emir was Syed Abul A’la Maududi, a renowned religious scholar, writer, and politician. Subsequently, Mian Tufial Muhammad, Qazi Hussain Ahmad, Syed Munawar Hassan, and Sirajul Haq served as the second, third, fourth, and fifth Emirs of JI, respectively.

However, for the guidance of the members, Majlis Shura has been recommending three names for the past time, however, the Jamaat members can suggest the name of any person for the Emirate apart from these three names. For the current election, Majlis Shura had suggested the names of Amir Jamaat-e-Islami Siraj-ul-Haq, Acting Amir Jamaat-e-Islami Liaquat Baloch and Amir Karachi Hafiz Naeemur Rahman in alphabetical order. Rashid Naseem said that the process of recommending names was done in view of the increasing number of members of the Jamaat to facilitate the election process. It should be remembered that the Election Commission of Jamaat-e-Islami is an elected body which was selected by the elected Majlis Shura of Jamaat-e-Islami specifically for the election of the Amir of the Jamaat.

The Election Commission is answerable only to Majlis Shura. Rashid Naseem said that the work of the current election commission was completed after the election of the Amir. He said that on April 3, the 19th election of Ameer Jamaat came to an end in a peaceful and transparent manner, for which we are all thankful to Allah Almighty. Rashid Naseem said that the election process (publication of ballot papers, delivery, voting process, return of ballot papers) for the election of the Amir of Jamaat-e-Islami started on February 19 and ended on March 25, after which the election commission in Mansoora. The counting of supervised votes was completed by the morning of April 4, after which the newly elected Ameer Jamaat was announced on the same day. Rashid Naseem said that the tenure of the current Ameer Jamaat Sirajul Haque will be completed on April 9, 2024. He said that Jamaat-e-Islami is the only political party in the country in which elections are held regularly. The founder of Jamaat-e-Islami was Amir Syed Maududi, but he also did not agree that after five years, he should be reappointed to the post of Emirate without elections. After Syed Maududi, Mian Tufail Muhammad, Qazi Hussain Ahmed, Syed Manwar Hussain and Sirajul Haque continued to serve as Amir of the Jamaat.

Ameer Jamaat-e-Islami Karachi Hafiz Naeemur Rehman was born in 1972 in Hyderabad, Sindh in a middle class family. His parents were originally from Aligarh. He lives in a rented house in North Nazimabad, Karachi. He memorized from Jamia Masjid Darul Uloom, Latifabad Karachi Unit 10. He did his primary education from Noorul Islam Primary School, Hyderabad and matriculated from Allama Iqbal High School. After matriculation from Hyderabad, Hafiz Naeemur Rahman’s family shifted to Karachi. He did Intermediate from Pakistan Ship Owners College. He did his B.E in Civil Engineering from NED University, one of the leading institutions of the country. Later, he also did Masters in Islamic History from Karachi University. He was also arrested and jailed three times on different occasions for raising his voice for student rights. He was also the moderator of Islami Jamiat Talaba Karachi and then Sindh Province Jamiat. In 1998, he was elected Nazim Aala (Central President) of Islami Jamiat Talaba. Hafiz Naeem-ur-Rehman was the chief moderator of Jamiat-e-Islami for two years. After graduating from Jamiat-e-Islami, he joined Jamaat-e-Islami and entered into practical politics. In the city government elections of 2001, he contested and won the election of a deputy nazim from a union council in Karachi Central District. Hafiz Naeem-ur-Rehman was also the Amir of Liaquatabad Zone, Naib Amir of Central District, General Secretary and Naib Amir of Karachi Jamaat-e-Islami. In the year 2013, he was elected as Ameer of Jamaat-e-Islami Karachi for the first time. As Ameer of Jamaat-e-Islami Karachi, Hafiz Naeemur Rehman broke the stalemate in Karachi politics through extraordinary courage and dynamism. He started raising his voice against the ongoing abuses by the Sindh government and solving the problems of Karachi. When no political party was ready to raise its voice for the various law and order situation in Karachi, the problems of K-Electric, NADRA and Bahria Town victims, Hafiz Naeemur Rehman and Jamaat-e-Islami became their voice. In Karachi, Jamaat-e-Islami under the leadership of Hafiz Naeem-ur-Rehman launched the “Haqq Du Karachi Ko Tehreek” which proved to be a turning point in the city’s politics. And this movement became the most powerful voice of Karachi’s rights. When the Sindh government took away the powers of the local bodies, in January 2022, a historic sit-in started outside the Sindh Assembly in the cold and rain under the open sky. The sit-in continued for 29 days, forcing the Sindh government of the People’s Party to sign an agreement to return the powers of local bodies. On January 15, 2023 local body elections were held in Karachi, Jamaat-e-Islami got more votes than all political parties. If the results were not changed by using state power, then Jamaat-e-Islami would have been able to win most of the union councils in the city. Despite the worst rigging, Jamaat-e-Islami won 87 union councils and 9 towns. In the general elections of February 8, 2024, Karachi once again put full trust in Jamaat-e-Islami under the leadership of Hafiz Naeem-ur-Rehman and they managed to get eight lakh votes from the city. And managed to win many seats but these seats were taken away from Jamaat-e-Islami by changing the results in form 47. Hafiz Naeem-ur-Rehman left the seat declared as the winner by the Election Commission in these elections saying that he had lost by 1000 votes to the opposing candidate, so his conscience did not allow him to accept this seat. This amazing and bold move of Hafiz Naeemur Rehman was well received not only in Pakistan but also in the international media. Political opponents also paid great tribute to Hafiz Naeemur Rehman. Thousands of youth in the city took free courses. Hafiz Naeem-ur-Rehman built a Banu Qabil campus in the Noor Haq office of Jamaat-e-Islami Karachi, so it was also a unique event of its kind when hundreds of young people were seen going to the office of the political party every day to get education. In the same period, the most modern and world-class diagnostic center of Al-Khidmat was completed in Nazimabad, Karachi. Al-Khidmat Karachi rendered unparalleled services during the devastating floods in Kovid, Sindh and Balochistan. Hafiz Naeemur Rahman is an engineer by profession and is associated with a private company. His company was also given awards for high quality services. Hafiz Naeemur Rehman is not only deeply interested in cricket but also fond of poetry and literature. Allama Iqbal has a keen eye on Urdu and Persian language.
