Lahore High Court suspended review of policy directive issued by Ministry of Information and Telecom dated 17-06-2014. Justice Shezad Mazhar issued suspension order on the petition filed by M/s 4-B Gentel International Pvt. Ltd. Learned counsel for the petitioner has challenged the Review of Policy Directives letter dated 17.06.2014
whereby the directive was issued by the Government of Pakistan, Ministry of Information Technology & Telecom Division Islamabad whereby the International Clearing House Exchange for International Incoming Calls
was recalled.
As per learned counsel the review of policy directive is contrary to the ea lier policy directive, in contravention of law, illegal, void and ab-initio. Submits
that the impugned policy has been implemented from Ist August, 2014 whereas while. granting LDI operator license, three years time period was granted to the operator for starting his business. Submits that in view of earlier policy directive, petitioner as well’ as other LDI operator enter into agreement dated 23.08.2012 whereby petitioner as well as other LDI license  holders surrendered their rights to PTCL in the year~’I~_’ the said agreement is still in field and have not been cancelled by any of the parties concerned. The present policy IS issued without consultation with the. stakeholders and without notice to them. Further adds that the impugned policy cannot be applied in such a short span of time.
Mr Justice Shezad Mazhar issued verdict that In view of the above, subject to notice, the operation-of
the impugned letter dated 17.06.2014 shall remain suspended till the next date of hearing. On the hearing date non appear from Moit and Pta.
